Cultural policy: Foreign and municipal cultural policy set in relation

Many Leipzig cultural actors work in an international network of relationships or think about the local cultural diversity in the program conception. The boundaries between “inside” and “outside” blur. However, this increasing openness is also accompanied by tendencies of closure that demand of culture an identity-creating force and anchoring on the ground. How does cultural policy align with this tension?
